            <text>Appendix Provisional regional accounts&#13;
&#13;
The regional accounts presented in this Appendix are intended to aid systematic analysis of regional expenditure, income, employment and population. They are fully consistent with UK national accounts and draw heavily on data published by the CSO and Department of Employment. The estimates here are in various respects provisional since a number of discrepancies revealed by the adoption of a comprehensive accounting framework have not yet been resolved. Our intention is to improve and regularly update the accounts in future years.&#13;
The tables provided for each region show expenditure, value added, sources of personal income, and population and employment. At present the series cover 1966 and 1970-78. Five production sectors are distinguished - agriculture, industry (which includes transport and communication), construction, private services and government services. The offshore oil and gas sector is excluded (although it appears where relevant in national tables 1A and 2A). Income and expenditure flows are ·disaggregated between three institutional sectors - government, business (companies and public corporations) and the personal sector.&#13;
No attempt has been made to obtain regional estimates for various items which may be considered to be mainly national in character, such as many of the transactions of business, government and the fmancial sector. However there remain some important gaps which we may in future attempt to fill. First, the accounts give little information on the market destinations of regional value-added. Second, no information is given on differences in price levels between regions. Third, the demographic accounts do not distinguish between migration and natural increases in population (although we have made some estimates of the breakdown for the purposes of the analysis in Chapter 1). Finally, the accounts do not separate conurbations from other parts of the same region.&#13;
The information on which the accounts are based comes very largely from four sources. These are National Income and Expenditure (1979 edition), Regional Accounts published in the Abstract of Regional Statistics, population figures published in the latter and employment figures in the Department of Employment Gazette. All income, output and expenditure figures have been scaled where necessary to agree with the latest revised UK total given in the&#13;
&#13;
1979 Blue Book. The regional accounts are presented in three tables.&#13;
Tables 1 and 2 contain details of income, output and expenditure while Table 3 deals with population and employment. (Tables 1A and 2A refer only to the UK as a whole, giving constant price series and reconciling regional items with the national accounts.)&#13;
Tables A to D facilitate comparisons between regions by expressing the figures for income and expenditure in constant prices per capita of population.&#13;
Full definitions of the sectors and regions used in the accounts are given below, along with brief descriptions of the individual items of income and expenditure (precise definitions of the items are contained in National Accounts Statistics: Sources and Methods and in Regional Accounts).* The defmitions used here are conceptually identical with those in official statistics with three exceptions. Value added in government services has been taken as equal to the value of income from employment, and hence excludes such things as the imputed value of capital consumption included in official statistics. Income from employment and self-employment in agriculture, fishing and forestry has been defined as equal to value added in that sector for want of adequate direct statistics; profits accruing to companies in this sector are thus included with employment income. Finally the offshore oil and gas sector and residual errors in GDP estimates are treated in the same manner as in&#13;
the accounts for our model of the national economy.t&#13;
Definitions&#13;
Regions The regions used throughout the accounts are standard regions on boundaries introduced on 1 April 1974f&#13;
Personal sector Private persons, non-profit making organisations plus unincorporated business (sole proprietorships and partnerships).&#13;

Public consumption Current expenditure at market prices of central government and local authorities excluding publicly-owned trading organisations. Current expenditure is that expenditure constituting a direct demand for goods and services, including the services of government employees, plus an imputed charge for the consumption of non-traded capital. These figures exclude all transfers such as grants, subsidies and interest payments.&#13;
Fixed investment Expenditure on fixed assets (buildings, vehicles, plant and machinery, etc) either for replacing or for adding to the stock of fixed assets. Spending on maintenance is excluded.&#13;
Value added at factor cost Gross value of output of goods and services less current expenses net of indirect taxes but including any government subsidies. Value added is calculated before allowing for depreciation, but after allowance for stock appreciation.&#13;
Value added at market prices Value added at factor cost plus indirect taxes less subsidies.&#13;
Income from employment and selfemployment Income from employment comprises wages and&#13;
&#13;
salaries (including income in kind) paid to employees, plus employers' contributions to the National Insurance schemes and to life assurance and superannuation funds. Income from self-employment includes all income of the self-employed earned on account of their self-employment.&#13;
Indirect taxes less subsidies Central and local government taxes on expenditure (ie VAT, customs and excise duties, SET until1973) plus local authority rates less central and local government subsidies to producers and traders including financing of losses of public trading organisations (including deficits on local housing accounts).&#13;
Interest, profits, rents and private transfers Receipts by the personal sector include total receipts of rent and dividends together with receipts (less payments) of interest and receipts of life assurance and pension funds. Also included are net transfers from abroad (eg migrants funds, etc), current transfers from businesses to charities, and an imputed charge for capital consumption of non profit-making bodies.&#13;
Social benefits and other grants to personal sector National insurance and family allowance benefits, war pensions, etc; scholarships, rent rebates, etc. Also included are grants to non-profit making bodies serving persons.&#13;
Direct taxes and social contributions Taxes paid by the personal sector include taxes on income and payments of social security contributions.&#13;
Sources of data&#13;
All UK totals for expenditure, value added and income are derived from National Income and Expenditure. The remaining data are taken largely from the Abstract of Regional Statistics or from the Department of Employment Gazette, adjusted where necessary to coincide with present regional boundaries. Some items of the official regional income accounts have been produced only since 1971 and consequently figures for 1966 and 1970 involve more of our own allocation across regions than is necessary for later years. Figures for 1978 are provisional; although UK totals are from the Blue Book, their regional allocation is largely based on the pattern in previous years.&#13;
For the years 1971 to 1977 the following regional items had to be estimated: (a) Government consumption; obtained by allocating&#13;
the national value for defence expenditure in proportion to regions' shares of UK employment in HM forces plus non-defence expenditure allocated in proportion to employment in government services excluding HM forces. (b) Personal investment; obtained by allocating the national value across regions in proportion to their share of 'new dwellings completed by the private sector'. (c) Business investment; obtained directly from the CSO Regional Accounts for the 'industry' sector (as 'defined above). The remainder was obtained by subtracting the national total for investment in 'industry' from the national total figure for&#13;

all business investment less offshore investment, and allocating this difference across regions in proportion to employment in private service plus construction. (d) Value added at factor cost in government services; obtained by allocating across regions the national total of wages and salaries in government current expenditure on goods and services in proportion to employment in government services. (e) Value added in private services is obtained as a residual by subtracting value added in agriculture, industry, construction and government services from total value added (all at factor cost). (f) Income from employment and self-employment in agriculture is taken to be the same as value&#13;
added in agriculture. (g) Total income from employment and self-&#13;
employment is equal to income from employment as given in the CSO Regional Accounts, plus income from self-employment from the same source but adjusted for stock appreciation. (h) Income from employment and self-employment in construction; wages and salaries are obtained from the CSO Regional Accounts and Employers Social Security contributions are added by allocating the national figure to regions in proportion to wages and salaries. Income from self-employment is the national figure allocated across regions in proportion to numbers of selfemployed in construction. (i) Income from employment and self-employment in industry is obtained by the same method as that used for construction. G) Income from employment and self-employment in private services is obtained as a residual by subtracting figures for agriculture, industry, construction and public services from total income from employment and self-employment. (k) Social benefits and other grants are allocated across regions in proportion to 'National insurance benefits etc' from the CSO Regional Accounts. (1) Taxes and social contributions are allocated across regions in proportion to 'taxes etc' from the CSO Regional Accounts. (m) Personal disposable income is the same as the figure in the CSO Regional Accounts except that income from self-employment has been adjusted for stock appreciation as described above.&#13;
(n) Personal sector interest, profits, rent and private transfers were obtained as a residual by subtracting social benefits and other grants, and taxes and social contributions from total transfers.&#13;
For 1966 and 1970 the regional allocation of many items from the national accounts had to be estimated using a variety of indicators such as the Family Expenditure Survey and Department of Employment&#13;
&#13;
earnings data. Government and business investment together with all transfers were allocated on the basis of Woodward's 1964 regional accounts (amended for subsequent changes in regional boundaries).*&#13;
Population figures on the 1974 boundary basis are published in the Abstract of Regional Statistics for 1966 and for 1971 to 1978. Figures for 1970 were obtained by scaling values on the old boundary basis by the ratio of the new to the old boundarybasis populations in 1971. For some years the Census of Population and Registrar General Annual Reports were used to obtain an age breakdown of females which matched that of males by breaking at age 65 instead of age 60.&#13;
Numbers of employees in employment were obtained from the Department of Employment's New Continuous Series.t National employment in government series was obtained from Economic Trendsf and was allocated across regions in proportion to employment in Education Services, Health Services and Public Administration and Defence. These three categories include the great majority of employees in government services.&#13;
Numbers of self-employed (including employers) are published as regional totals and as industry totals for the UK as a whole.§ For 1973 to 1975 regional figures are also given for individual industries in the Abstract of Regional Statistics. For years prior to this the national totals were allocated across regions in the same proportions as in 1973, except that selfemployment in private services was left as a residual obtained from the published regional total. No new figures on numbers of self-employed have been published since 1975 and consequently the 1975 figures have been used for all subsequent years.&#13;
Regional figures for HM Forces are published on consistent regional defmitions in the DE Gazette,tt and are regularly updated in the Abstract of Regional Statistics. The latter also gives numbers unemployed in each region. The proportion of females in the HM Forces total was obtained from British Labour Statistics Yearbooks and Historical Abstracts.&#13;
